Majed Al-Hogail, Saudi Arabia’s Minister of Municipalities and Housing, launched the “Sandbox” initiative as part of the ministry’s drive to accelerate the adoption of innovative solutions and enhance the efficiency of municipal and housing services across the Kingdom.
The initiative enables entities to test their solutions in a safe, real-world environment supported by regulatory and legislative frameworks.
The initiative seeks to overcome challenges related to large-scale deployment by offering a structured setting for testing products and operational models, helping accelerate proof-of-concept validation, improve decision-making efficiency, and reduce both operational and financial risks.
The Sandbox also provides a practical pathway for participating entities to co-develop solutions from the earliest stages through continuous evaluation and refinement, improving readiness for implementation and alignment with the needs of multiple sectors.
Built on an integrated operating model, the initiative brings together stakeholders from different disciplines to unify efforts, exchange expertise, and develop data-driven, evidence-based solutions that enhance service quality and speed up development cycles.
Al-Hogail said the initiative represents “a practical step toward accelerating the transformation of innovative solutions into scalable real-world applications within a regulatory framework that ensures efficient execution and quality outcomes.”
He added that the initiative will help expand partnerships across the public, private, and third non-profit sectors, while encouraging innovative business models that support the sustainability of the municipal and housing ecosystem and contribute to the goals of Saudi Vision 2030.
The initiative is part of the ministry’s broader efforts to strengthen the innovation ecosystem and support the development of more efficient and sustainable urban infrastructure, ultimately improving quality of life across Saudi Arabia.
Applications will be accepted through a dedicated online platform for testing and development participation.
