Saudi Arabia Approves Executive Regulations for Non-Saudi Real Estate Ownership

    The Saudi Cabinet has approved the executive regulations of the Law of Real Estate Ownership by Non-Saudis, along with the geographical zones where non-Saudis will be allowed to own property.

The Saudi Cabinet, chaired by the Custodian of the Two Holy Mosques King Salman bin Abdulaziz, approved during its session on Tuesday the executive regulations of the Law of Real Estate Ownership by Non-Saudis. The Cabinet also approved the geographical zones where non-Saudis will be allowed to own property.

Minister of Municipalities and Housing Majed Al-Hogail said the Cabinet’s approval of the executive regulations and ownership zones marks an important step toward launching a new phase in Saudi Arabia’s real estate market.

He added that the decision opens new investment opportunities, supports the growth of the sector, and increases its economic contribution by expanding supply, stimulating investment, and creating promising opportunities for the nation and its citizens.

The Law of Real Estate Ownership by Non-Saudis came into effect on January 22, 2026. The law includes 15 articles covering the procedures for foreign ownership by individuals, companies, and non-profit entities.
