Bloom Network has obtained a commercial license from the Abu Dhabi Global Market (ADGM), marking a major milestone in the company’s expansion across the Middle East and several fast-growing global markets. This approval reinforces Bloom’s ambition to establish a strong presence within one of the world’s most advanced regulatory ecosystems for digital assets and blockchain technologies.

A Regulatory Environment that Enables Scalable Growth

The license, granted by the ADGM Registration Authority, allows Bloom to expand its operations in the creation and distribution of real-world assets (RWA) across the Middle East, Africa, and select emerging markets. Full operational capabilities—including issuing and fully managing tokenized assets—remain subject to additional regulatory permissions that Bloom is currently exploring.

Abu Dhabi has become a natural choice for global fintech and digital-asset companies, with ADGM evolving into a major international hub known for regulatory clarity, proactive oversight, and an innovation-friendly environment. This ecosystem provides the legal stability and institutional support required for companies building the future of digital finance.

Bloom Strengthens Its Position in a Rapidly Growing Global Market

As one of the largest blockchain platforms by RWA user base, Bloom Network enters Abu Dhabi at a time when global institutions—including BlackRock, Deutsche Bank, and KPMG—are accelerating their presence in asset tokenization markets. The emirate’s position is further strengthened by being home to major sovereign wealth funds such as ADIA and Mubadala, making it a strategic location for digital capital markets and next-generation financial products.

Executive Commentary: The Middle East as a Strategic Partner

Chris Yin, Co-Founder and CEO of Bloom, highlighted that the UAE and the broader Middle East are emerging as “a global leader in the digital representation of real-world assets.”
He emphasized that the region’s regulatory clarity and strong governmental direction in digital finance make it an integral part of Bloom’s long-term strategy.

“For us, the Middle East is a strategic partner—not just another expansion market,” Yin noted.

Regulatory Momentum in the U.S. and the UAE

Bloom’s entry into the UAE coincides with important regulatory progress in the United States, where the company recently obtained a Transfer Agent License from the U.S. Securities and Exchange Commission (SEC). This authorization enables Bloom to issue and manage tokenized securities under a clear regulatory framework.

However, the ADGM license remains a general commercial license, meaning it does not yet authorize Bloom to issue, custody, or fully manage tokenized assets within ADGM’s regulatory perimeter. Bloom confirmed it is currently in discussions with local institutions and evaluating additional regulatory licenses to expand its service offerings.

Future Plans: Permanent Office, Hiring, and Regional Partnerships

Bloom Network plans to open a permanent office in Abu Dhabi before the end of the year, followed by its first commercial announcements in early 2026.
The company is expanding its team, building strategic partnerships with regional banks and fintech companies, and focusing on jurisdictions supportive of regulated RWA frameworks in the United States, Asia, and the Middle East.
